Senate President Pro Tempore David Shafer, a Republican, was first elected to the Georgia State Senate in 2002. He represents Senate District 48, which includes portions of Fulton and Gwinnett counties. Previously, Senator Shafer served as chairman of the Regulated Industries and Utilities Committee and as an Administration Floor Leader for Governor Sonny Perdue.

In addition to his duties as Senate President Pro Tempore, Senator Shafer is also vice chair of the Senate Insurance and Labor Committee and a member of the Senate Appropriations, Health and Human Services and Reapportionment and Redistricting Committees. He is an ex-officio member of the Senate Regulated Industries and Utilities and Rules Committees. Senator Shafer is a business owner and investor. He serves on the Gwinnett Chamber of Commerce Board of Directors.

Senator Shafer has an active history in the community. He has served terms as vice chairman of the Gwinnett County Library System Board of Trustees and as a member on the former Gwinnett-Forsyth Regional Library System Board of Trustees. He has also served on the Board of Directors for both the United Cerebral Palsy of Greater Atlanta and the Partnership Against Domestic Violence (formerly Georgia Council on Battered Women). Senator Shafer was the Executive Director of the Georgia Republican Party in the early 1990's.

In 1996, Senator Shafer was nominated to be the Republican candidate in a special statewide election for Secretary of State. His campaign’s central platform was fighting voter fraud, and his centerpiece idea—requiring voters to show identification when voting—was passed into law in 1997.

Raised in DeKalb County, Senator Shafer was educated in DeKalb County Public Schools. He is a graduate of The University of Georgia and serves on the Board of Directors of the National Alumni Association of The University of Georgia. He has made Gwinnett County his home since graduating from college. He lives in Duluth with his wife Lee, stepson J.W. and daughter Ellie. The Shafers are members of Pleasant Hill Presbyterian Church.
